On this date in 1978, President Jimmy Carter signed the Hawkins-Humphrey Full Employment Bill.
This act, co-authored and sponsored by Black Congressman Augustus F. Hawkins and Minnesota Senator Hubert H. Humphrey, was also known as the 'Full Employment and Balanced Growth Act.'
